slippery when wet

so, i really must know...

who decided that this sign illustrates the concept "slippery when wet?"



if i were an uneducated driver and saw that sign, i would be thinking "beware drunk drivers" or "watch out for skid marks," not "slippery when wet."

i'm just saying...
